Entrepreneurship: «Ana Mouqawil», the Government’s new instrument

A new government program has been established to promote youth entrepreneurship. Called “Ana Mouqawil”, this new business creation support tool aims to support 100,000 entrepreneurs and project leaders. An overall budget of nearly 670 million Dirhams (Euro 67 million) will be mobilized for the 2023-2026 period.
The kick-off of this operation was given on Tuesday, June 20, in Rabat, by the Minister of Economic Inclusion, Small Business, Employment, and Skills, Younes Sekkouri, and it is the National Agency for the Promotion of Employment and Skills (ANAPEC) which will be the operational arm of the deployment of this program. The Agency will be provided with the human, logistical, and digital resources necessary to accomplish its mission.
During the launch ceremony, the Minister unveiled the various measures and services planned. The program targets project leaders, auto-entrepreneurs, informal economic units, and VSEs (very small businesses). These stakeholders will benefit from a range of services to help them succeed in their projects and achieve their goals. “ This program represents a pact between the central Government, which provides a free new generation support system, and the beneficiaries. The latter play an essential role in the creation, sustainability, development, and success of their activities. The plan aims to deploy a new generation of public service delivery according to a regionalized approach ”, said the Minister.
The offering includes training and capacity building services, support for accounting, tax, administrative, and legal activities, as well as a rental subsidy. This is a support within the limit of 50% of the cost of rent capped at 10,000 Dirhams (Euro 1000). For the rollout of the “Ana Mou9awil” program, a series of partnership agreements have been signed with various institutions. The goal is to create a successful entrepreneurial ecosystem to give a real boost to projects designed by young entrepreneurs. This integrated support comes with technical and financial assistance systems.
In addition, Younes Sekkouri kicked off a national information roadshow, launched simultaneously in the 12 regions of the Kingdom to inform and communicate on these public services targeting the promotion of entrepreneurship and VSEs.
