Transport and logistics: What is changing with Vision 2030

The Ministry of Transport and Logistics’ strategic Vision 2030 has four main thrusts, said Abdessamad Kayouh, Minister of Transport and Logistics, at the 8th edition of the Construction and Public Works Market Information Day, held on Friday, April 25.
This concerns the development of inclusive, sustainable mass passenger transport and high-performance logistics chains to boost the competitiveness of the national economy. Added to this is improved governance of transport and logistics services and infrastructures. Also on the list is the reinforcement of administrative performance and the acceleration of its digital transformation, which requires a number of investments.
A total of 96 billion Dirhams (USD 9.6 billion) will be allocated to rail projects between now and 2030. These include the 430-kilometer (267-mile) extension of the Kenitra-Marrakesh High-Speed Line (HSL), on which work was launched on Thursday, April 24, 2025, by His Majesty King Mohammed VI. In addition, new regional express lines will be set up between Casablanca and Settat, Rabat-Kenitra and Salé, Marrakesh, and Safi. A rail connection for the new Nador West Med Harbor is also on the menu, in addition to the acquisition of 158 trains, including 30 intercity trains, 60 fast commuter trains, 50 high-speed trains and 18 high-speed lines.
As regards airport investments, these will amount to 28 billion Dirhams (USD 2.8 billion), with the aim of doubling capacity to 80 million passengers a year, compared with 39 million today.
Similarly, 28 billion Dirhams (USD 2.8 billion) will be dedicated to developing the airline fleet by 2030. The aim is to make of the RAM flagship airline company a global connector around the Casablanca hub. This investment should make it possible to have a fleet of 200 aircraft in 2037 and 100 in 2030, after a fleet of 50 aircrafts in 2024. The plan is also to carry more than 32 million passengers a year by 2037 and serve over 160 international destinations, with the opening of over 100 new routes.
With regard to logistics platforms, 2 billion Dirhams (USD 200 million) will be allocated to the priority program of 12 logistics zones totaling 750 hectares (1853 acres).
