Will this time be the charm ? The ambition to make R&D a true driver of competitiveness has been declared for years. However, the persistence of a series of constraints limits the real impact of these strategies. Today, the Economic, Social, and Environmental Council (CESE) is reigniting the debate, emphasizing the contribution of scientific research to upgrading productive sectors and accelerating the transition to the New Development Model. Here again, if all stakeholders do not become more involved, taking into account the requirements of consistency and complementarity of roles, the impact is likely to remain limited.
Today, the goal is to break down the silo mentality of working. Hence the importance of drawing inspiration from the most successful models, such as Turkey’s, which has focused on technology parks and tax incentives to attract talent and stimulate private research. South Korea has built its «miracle» economic model based on an alliance between the Government, the private sector, and universities. These models are based on a clear vision, championed by a strategist State, and deployed in partnership with a proactive ecosystem.
In its quest for technological leadership, Morocco has many strengths. Its universities are brimming with talent, and several industrial sectors already possess a solid foundation for innovation. What is lacking is the ability to coordinate all these elements. The Economic, Social, and Environmental Council (CESE) has proposed broad guidelines that could foster a more dynamic approach in collaboration with economic stakeholders.
Morocco cannot win the battle for competitiveness without taking this decisive step. This is what will allow it to attract new types of investors with high technological intensity, retain top talent, and, above all, develop national solutions to challenges such as water management, healthcare, and agriculture. Succeeding in this endeavor will transform the country’s enormous potential into a genuine engine of growth and wealth creation.
