Editorial – “Think global, act local”

Morocco is moving at territorial speed. This is the philosophy assigned to the 2026 Finance Bill, whose parliamentary marathon began this Monday, October 20: to transform economic recovery into tangible progress. After stabilizing the major balances, the time has come to concretely bring public policy to the ground. This is the whole point of this « new generation of integrated programs « .
Change is not just a question of semantics. It is a method. Economic policy will have to move beyond Excel spreadsheets to confront the reality on the ground: the reality of schools that are lacking, health centers that need to be rehabilitated, young people that need to be integrated, and regions that need to be balanced. Because beyond the walls of the metropolis and a few regions that continue to attract investments and projects, some territories are still lagging behind.
A digital platform will allow citizens to monitor the implementation of projects, a kind of « Community Empowerments « for active citizenship while constitutional bodies will ensure accountability.
The Integrated Territorial Development Fund, with a budget of 20 billion dirhams (USD 2.16 billion), will be the driving force behind this, financing programs with a strong social impact.
For its part, the economic component focuses on productive investment and very small and medium-sized enterprises (VSMEs), with particular attention to rural employment and agricultural recovery. Not to mention the reform of public enterprises, which will continue to clear the way for less red tape.
Basically, it’s about going into the territories with that famous «think global, act local» spirit, borrowed from the business world and which has produced excellent results. And listening to the people on the ground, those who know best what their locality needs… to achieve development that includes and, above all, produces trust.
