Ride-Hailing Services: Interior Ministry Takes the Bull by the Horns
Taxi transport is undergoing a gradual transformation driven by the integration of digital technologies and smart applications.
Faced with this challenge, public authorities are positioning digitalization as a key lever to modernize transport services. In this context, the Ministry of the Interior has confirmed that it is working on a comprehensive reform of the taxi transport sector. Indeed, Abdelouafi Laftit is currently defining proposals and mechanisms aimed at developing and organizing the sector while improving service quality.
This effort is supported by a strategic study launched for this purpose. During its first phase, the study has already enabled a detailed diagnosis of the taxi system across its legal, organizational and management dimensions. The approach takes into account successful international experiences, global best practices in the field, and the expectations of the various stakeholders involved. This emerges from the Interior Minister’s response to a written question submitted by Fatéma Kachouti, a member of the parliamentary group of the Popular Movement in the House of Representatives. According to Abdelouafi Laftit, the strategic study is intended to rethink both the organization and operation of the sector.
The initiative notably aims to establish a framework for the use of digital applications in passenger transport.
Circulars and Regulatory Framework
Among the main innovations under consideration is the development and promotion of applications enabling instant or advance taxi booking via smartphones. These digital solutions would allow users to book vehicles more easily, improve travel conditions and reduce waiting times. The ongoing study also examines the legal mechanisms and regulatory measures that could be adopted, in coordination with the different sectors concerned. The objective is to support and expand the use of modern technologies and digital applications in passenger transport. According to the minister, the competent provincial authorities are fully aware of the importance of improving taxi service quality and addressing the dysfunctions identified within the sector. They are implementing a series of measures and actions framed by several ministerial circulars providing guidance and oversight in order to regulate the operation of taxi licenses. To this end, through relevant prefectural and provincial decrees, authorities define the conditions governing the profession of taxi driver, service delivery rules and applicable fares, while also structuring and supervising the relationship between professional drivers and taxi users. Authorities are also strengthening field operations through road control services to identify violations and enforce sanctions in cases of non-compliance with regulatory requirements and service quality standards in customer interactions.

Authorities are also placing emphasis on adapting and improving initial and continuous training programs for professional drivers.Drivers are being encouraged to improve service quality for users and adopt modern technologies in the transport sector.Special attention is also being given to handling citizen complaints regarding taxi services.
